Architectural Review Committee

Q: What is the purpose of the ARC?

A: An Architectural Review Committee (ARC) is a volunteer committee of your sub-association neighbors appointed by the HOA Board to ensure that architectural guidelines and covenants are followed in a manner that protects and maintains appropriate community appeal.

Your ARC reviews all requests for approval to paint, stain, build, landscape, modify or change the exterior of homes or structures to ensure that your proposed change meets the guidelines and standards of your neighborhood. These changes include fencing, landscaping, painting, decks, stains, roofing, outdoor storage units, remodeling, additions, gazebos, playhouses, hot tubs, and any other change/addition that is visible from the street or other homes.

Your ARC conducts community walking reviews to determine the status of community appeal and compliance with the covenants. Yes, this process can be subjective, but more often than not, guidelines, rules and regulations govern the actions of the ARC.

Q: How are ARC walking reviews conducted?

A: Homeowners are invited to join the ARC during walking reviews. Your ARC is looking for covenant variances and items that negatively impact the aesthetic appeal of the community (chipped and faded paint, weeds, fences, sheds, decks, hot tubs and other visible structures in disrepair, including damaged landscape). It takes a majority vote of the ARC members present to declare a variance on any issue.

Q: Where can I get a copy of the covenants, rules and regulations?

A: There are actually three different documents which provide guidance to the ARCs: the Master Association Covenants, your Sub-Association Covenants and the Master Association Rules & Regulations. You should have received copies of these documents from the title company at the time of closing of your home. If you did not, copies can be obtained from the HOA office. The CCMA Rules & Regulations can also be found on this website on the HOA Library page, under the “Improvement Guidelines,” listing.

Q: What is the ARC approval process?

A: Fill out the official ARC submittal form, also known as a Residential Improvement form, which you can find listed on the HOA Library page, or call the HOA office and they will fax, email or mail a form to you. Turn the form in to the HOA office and be sure to allow up to 45 days for review and approval by your sub-association and the Master Association ARCs.

Please be sure to attach and submit any required plans, documents, designs, schematics, blueprints, material lists, samples, etc., that may be relevant to your submittal, and be sure you apply to the Town of Parker for any permits needed. Approval by the ARC means your proposed improvement(s) is agreed on by our community, it does not mean approval by the Town. Town of Parker approval and permits are homeowners’ responsibilities.

If your proposed change is approved by your sub-association ARC, it will then be forwarded to the Master Association for their final review. The Master does not review any requests that have not been first reviewed by your sub-association ARC. Once your submittal is approved, one signed copy will be saved for the ARC records and one will be returned to you for your records.

The majority of requests that are denied are due to lack of information, and all rulings must be appealed to your sub-association Board within 30 days of any denial.

In all cases, the covenants take precedence, and it is recommended that homeowners still refer to the covenants when making any submissions. The more restrictive requirements of the sub-association or master always take precedence. ***
